Proposed Animal Bylaw Cape Town South Africa



The City of Cape Town produced a draft Animal Bylaw that seems to flout both animal and human dignity.

The Councillor JP Smith says that it will probably be a complaints based mechanism but the draft does not suggest this.

Nothing in the draft reflects on Humane Education or on support services for animals.

All the provisions in the draft authorise compulsory sterilisation, confiscation, impoundment and extermination.

There are no provisions for a dedicated municipal budget, directorate or program.

A staff of seven will be appointed to implement this bylaw and this is not feasible.

Ivan Toms said that if you create a law that can not be implemented, you create conditions for anarchy.
